WordPress Theme vs Page Builder: What’s the Difference?
A WordPress theme defines your site's presentation framework; a page builder gives you a visual interface for constructing and styling layouts. They overlap more than they used to, but they are not automatically the same thing.
Think in layers

Why the distinction gets confusing
Modern products increasingly cross boundaries. Some builders offer theme-building capabilities for headers, footers, archives, and templates. Divi is also distributed as a WordPress theme with its builder deeply integrated. The practical question is therefore not “theme or builder?” but “which product should own which part of my design system?”
Choose the simplest stack that completes the job
For a content-heavy publication, a lightweight theme and native blocks may be enough. For a highly designed marketing site, a visual builder may reduce the amount of custom development required. Agencies may value reusable systems and licensing across many sites more heavily than a single-site owner.
